CySEC Highlights Key Contributions to EU Financial Reforms During Cyprus Presidency

Nicosia, Cyprus – The Cyprus Securities and Exchange Commission (CySEC) has announced its successful and active participation in crucial legislative and regulatory initiatives that will define the future of the European financial sector, following the conclusion of the Cyprus Presidency of the Council of the European Union on 30 June 2026.

In a press release issued on 9 July 2026, CySEC detailed its substantial engagement across various policy areas, including the integration of capital markets, sustainable finance, and the evolving European digital finance framework. This involvement underscores Cyprus’s proactive stance in shaping the continent’s financial landscape.

Throughout the Presidency period, officers from CySEC’s Policy, Ongoing and Thematic Supervision, Authorisations, and Legal Departments were deeply embedded in Council Working Party meetings. Their role was critical, providing invaluable technical expertise and actively supporting the advancement of key EU legislative files. This collaborative effort ensured that Cyprus’s perspective and regulatory insights contributed meaningfully to European financial policy.

CySEC’s contributions were strategically focused on several pivotal policy initiatives:

  • Market Integration and Supervision Package (MISP): This package is designed to further integrate EU capital markets and enhance supervisory convergence across member states. For investors and firms in Cyprus, a more integrated market could mean greater access to diverse investment opportunities and a more harmonised regulatory environment, potentially reducing complexity in cross-border operations.
  • Revision of the Sustainable Finance Disclosure Regulation (SFDR): CySEC placed particular emphasis on strengthening transparency and reliability in ESG (Environmental, Social, and Governance)-related disclosures. This is paramount for investors who increasingly seek to align their portfolios with sustainable principles, ensuring they receive accurate and trustworthy information. For firms, it means stricter reporting requirements but also an opportunity to build greater credibility in the burgeoning sustainable finance sector.
  • Financial Data Access (FIDA) Regulation: As a core component of the EU’s Open Finance framework, FIDA aims to facilitate secure and efficient access to financial data. This initiative could revolutionise how financial services are delivered, potentially leading to innovative new products and services for consumers and greater competition among providers. For Cypriot fintech firms, this could open up significant avenues for growth and development.
  • Pan-European Personal Pension Product (PEPP): CySEC also participated in negotiations concerning the PEPP, which seeks to develop a harmonised European market for personal pension products. This could offer Cypriot citizens more flexible and portable pension options, while also creating a larger, more competitive market for pension providers.

Dr George Theocharides, CySEC Chair, commented on the significance of this period, stating, “The active participation of CySEC officers in Council negotiations and technical working groups demonstrated the Commission’s expertise, responsibility, and meaningful contribution to the development of the European financial regulatory framework.” He emphasised that the Presidency offered a unique opportunity to substantially contribute to reforms aimed at enhancing capital markets integration, financial stability, sustainable finance, and innovation.

For the Cyprus market, CySEC’s deep involvement carries significant weight. It not only elevates the Commission’s profile within European institutions but also reinforces Cyprus’s reputation as a credible and influential player in EU financial policy-making. This enhanced standing can bolster investor confidence in the Cypriot capital market and potentially attract more international firms, fostering growth and strengthening the island’s position as a regional financial hub.

CySEC’s continuous engagement in these technical discussions promotes crucial policy developments that underpin financial stability, reinforce investor protection, encourage innovation, and boost the overall competitiveness of European capital markets. The Commission has reaffirmed its commitment to maintaining this active role in European developments, striving for a modern, efficient, and credible supervisory framework that supports investor confidence and the international competitiveness of the Cypriot capital market.

The successful conclusion of these efforts is a testament to the dedication and professionalism of CySEC’s staff, who have contributed substantially to the successful representation of the Republic of Cyprus during its Presidency.
