CySEC's Strengthened Cross-Border Supervision Receives ESMA's Affirmation

Nicosia, Cyprus – The Cyprus Securities and Exchange Commission (CySEC) has received a significant vote of confidence from the European Securities and Markets Authority (ESMA). A follow-up report, published 20 July 2026, acknowledges substantial improvements in CySEC's supervision of cross-border activities by investment firms. The report from ESMA's Peer Review Committee (PRC) describes CySEC's increased supervision and enforcement as a "constructive and encouraging development," signalling a bolstered regulatory environment for Cyprus Investment Firms (CIFs) and enhanced investor protection.

This report updates a 2022 peer review that outlined areas for improvement for several National Competent Authorities (NCAs), including CySEC, regarding oversight of firms operating across EU borders. The initial recommendations covered authorisation, ongoing supervision, enforcement actions, and cooperation with other NCAs.

The ESMA report highlights "clear progress" in how NCAs are integrating cross-border activities into their risk-based supervisory frameworks. Crucially for Cyprus, the PRC commended CySEC for introducing regular, dedicated monitoring of cross-border activities and establishing "improved cooperation arrangements." Structural enhancements also drew praise, with the PRC welcoming changes implemented to closely monitor the timely handling of requests and observed practical improvements. A "significant achievement" noted was the strengthening of CySEC's supervisory resources through the recruitment of an additional 32 staff members, underscoring its commitment to modern financial regulation.

Dr George Theocharides, Chair of CySEC, affirmed the regulator's progress, stating the report's "tangible improvements... reflect the significant progress that has been achieved." He welcomed the PRC’s recognition of the "strengthened framework... created in Cyprus to enhance the supervision of Cyprus Investment Firms (CIFs) with cross-border activities."

Looking ahead, Dr Theocharides echoed ESMA’s call for continued vigilance. He noted all NCAs must remain alert to risks from the growing complexity of cross-border investment services, amplified by digitalisation. With retail investors gaining greater access to EU investment opportunities, the CySEC Chair reiterated that "investor protection remains at the heart of everything we do."

For investors in Cyprus and across the EU, this announcement carries considerable weight. It provides reassurance that CySEC is actively enhancing its oversight, particularly in intricate cross-border investments. Stronger supervision means greater safeguards against misconduct and a more stable, trustworthy investment environment. Improved cooperation with other NCAs is also critical, ensuring firms cannot exploit jurisdictional gaps, thus offering consistent protection irrespective of where a firm is licenced or where its clients reside.

For Cyprus Investment Firms (CIFs), while the strengthened framework implies more rigorous scrutiny, it also presents an opportunity. A robust, well-regarded regulatory environment enhances the reputation of the entire Cypriot financial services sector. This can attract legitimate businesses and sophisticated investors seeking a reliable and compliant EU jurisdiction. It signals Cyprus’s seriousness about maintaining high standards, which can ultimately boost confidence in CIFs operating both domestically and internationally. The long-term benefits of a credible regulatory framework for market integrity and trust are paramount.

Overall, this positive assessment from ESMA solidifies Cyprus's standing as a responsible and proactive financial hub within the European Union. It demonstrates CySEC's commitment to continuous improvement and its capacity to adapt to the evolving landscape of global finance, ensuring market integrity and, most importantly, protecting the interests of investors.
